ISLAMABAD: The Capital Development Authority (CDA) is planning to execute the 11th Avenue project in two phases, starting the first phase from E-11 to Srinagar Highway.
Recently, CDA’s DWP approved PC-I worth Rs24.5 billion for the construction of the highway from Margalla Avenue to IJP Road.
According to the PC-I, the 7.5km road, with three lanes on each side, will be completed within a year. Officials of the engineering wing said around 17 bridges and overpasses were part of the project.
However, sources said that now CDA has decided to execute 11th Avenue in two phases. In first priority phase, the 3.5km road will be constructed from E-11 interchange to Srinagar Highway, including an interchange at Srinagar Highway.

“Recently, during a meeting it was decided that this project will be carried out in two phases. Hopefully, the project will be formally started within two months as currently we are working on pre-tendering process,” said an engineer of CDA.
He said that when this phase will be completed, Srinagar Highway will be connected with Margalla Avenue and overall traffic load will be divided on both Margalla Road and Srinagar Highway.
To a query, the engineer said that overall PC-I worth Rs24.5 billion had been approved, so “I guess for this portion of 3.5km with an interchange roughly Rs11 to 12 billion will be earmarked. This is a guesswork as proper working is in progress,” he said.
It is relevant to note here that Prime Minister Shehbaz Sharif, during his first stint, had laid the foundation stone of 11th Avenue in June 2023, but the project was not started.
The avenue is supposed to start from IJP ll allRoad and after passing between I-10 and I-11, G-10, G-11, F-10 and F-11, culminate at the E-11 interchange. From E-11 to D-12, a portion of the road has already been completed and is known as Iran Avenue.
After the construction of 9th Avenue decades ago, the CDA could not construct any major road. Work on the construction of 10th Avenue was started in 2022, but after completion of around 50pc of the work, the project was halted last year.
CDA officials told Dawn that besides focusing on 11th Avenue, the authority should also complete the stalled 10th Avenue project, as the structure of the incomplete road was deteriorating. They said 10th Avenue was a federally funded project and, due to the non-release of funds, it had been left abandoned.
The officials said the CDA had requested the federal government several times for release of fund, but to no avail.
According to the CDA, the total cost of the 10th Avenue project was Rs10.2 billion, but the government had released only around Rs4 billion. That was why the project was halted, they said.
They said that under the original plan, the project should have been completed by December 2024, but the federal government did not allocate any funds for the public welfare project in its 2024-25 and 2025-26 budgets.
On the other hand, earthwork and structure from I.J.P to H-9 have been decaying and also causing inconvenience for public. The officials said with little funding, at least this portion could be brought under use with asphalt work.
